Long-Term Stewardship


The US Environmental Protection Agnecy (EPA) tasked HSW to evaluate tools and strategies that EPA Regions and states could use for implementing Long-Term Stewardship (LTS) for Engineering and Institutional Controls (ECs/ICs) at RCRA Corrective Action sites. HSW planned, collected, evaluated, and reported information to EPA on useful LTS strategies and EPA's LTS goals.   

HSW developed a detailed questionnaire to address the universe of potential LTS activities.  It was transmitted to selected states and interviews were then conducted to gather information on the states’ LTS programs and practices, with an emphasis on Best Management Practices (BMPs).

HSW prepared a detailed interim report of the LTS information gathered that discussed current LTS programs and activities in the states, LTS issues, case studies, innovative strategies, and BMPs used to manage LTS. It is being used to communicate the LTS goals of EPA's Corrective Action program and useful LTS strategies to EPA Regions, States, and the public.  The report is useful for regulators and easy for the public to understand the LTS role in protecting human health and the environment.

HSW assists our clients in selecting, designing, and implementing durable long-term stewardship tools in the form of engineering and institutional controls that eliminate potential exposures to contaminants and protect natural resources. 

Our BMPs include:

  • Recognizing the circumstances that trigger the need for institutional or engineering controls;
  • Matching the reliability and durability of specific controls with the anticipated life cycle of the long-term stewardship obligations; and
  • Maintaining GIS-based information on the wastes and residual contamination left in place so that the information survives property transfers and land use changes.
