Water Supply Planning

The purpose of this study was to evaluate the potential for capturing excess water that is currently discharged to the Indian River Lagoon in northern St. Lucie County and southern Indian River County and making the excess runoff available for beneficial uses. The study evaluated the reconnection of the C-25 Basin in the South Florida Water Management District (SFWMD) and C-52 in the St. Johns River Water Management District (SJRWMD) so that available water supplies could be conveyed to meet demands across jurisdictional boundaries.


HSW calibrated and validated the WaSh rainfall-runoff modeling software to the gauged outflow from the C-25 Basin using a recent 9-year period of historic records of rainfall, potential evapotranspiration, canal discharge, and GIS coverage for hydrography, topography, land cover, and soils.  Long-term (41 year) simulations of canal discharge were made subsequent to model calibration to characterize the volume of runoff historically lost to tide.  The long-term simulation results obtained for the C-25 Basin were combined with similarly derived results for the C-23 and C-24 Basins to the south and further analyzed for five surface-storage options.  Staff from HSW and prime consultant used the RESOPT Model and a cost estimating algorithm to optimize reservoir and inflow pump capacities for each alternative with the objective of maximizing the discharge delivery rate in a cost effective manner. Multiple RESOPT simulations were performed to estimate discharge delivery rates that could be achieved with various configurations of reservoir and pump capacities for each alternative.
